Netlink consortium

The NETLINK consortium brings together four countries represented by

The NETLINK project is sponsored by Ministries in charge of Health and Social Security. Governmental agencies in charge of the security of the information systems are also associated to the project. The NETLINK project is supported by the Health Insurance Funds, Healthcare Professionals’ representatives and the bodies in charge of defining technical specifications for the nation-wide Health Information Systems.

Netlink's project officer at the European Commission is Mrs Petra Wilson.

  • G.I.E. SESAM-VITALE
    SESAM-Vitale Card, based on smartcard technology, is a secured electronic exchange system between Healthcare Providers and health insurance organisations. The "Groupement d'Intérêt Économique SESAM-VITALE" is the prime contractor for implementing this programme. It is responsible for ensuring the study, development, standardisation, implementation and promotion of the Vitale card and its associated services.

  • Caisse Nationale d’Assurance Maladie des Travailleurs Salariés (CNAMTS)
    The CNAM is in charge of the management of the Wage-earning Workers Compulsory Health Insurance. The CNAM is the SESAM-Vitale programme contracting authority, and, as such, co-ordinates actions of all the compulsory health insurance regimes.

 

  • GIP Cartes des Professionnels de Santé (GIP CPS)
    The "Groupement d'Intérêt Public Carte de Professionnel de Santé" is responsible for defining the CPS Healthcare Provider Card and the reading device (Heterogeneous environment) , for developing the CPS card, for issuing and managing it and for promoting the whole CPS system to the Application Providers and to the Healthcare Providers.

 

  • Conseil National de l’Ordre des Médecins (CNOM)
    The " Ordre des Médecins " (French Medical Association) is responsible, by governmental ordinance of the 24th September 1945, for " monitoring over the uphold of principles of morality, probity and devotion indispensable for the practice of medicine and the observance by all its members of the professional duties and rules enacted by the code of ethics ". It follows the profession through in the purest spirit of solidarity and brotherliness. It shows the moral rigour and the ability that every patient has the right to expect from his doctor. The council acts as a guardian of the healthcare quality.

Germany

  • Zentralinstitut für die Kassenärztliche Versorgung in der Bundesrepublik Deutschland
    This institute conducts research on the healthcare system and, with priority, in the field of the city medical care (ambulatory medicine). Its studies deal mainly with economy of the ambulatory medicine, evaluation of detection programmes, training of doctors, implementation of computerised system for doctors and the healthcare system, implementation of the insured and patient cards and the new way of co-operation in ambulatory medicine.

  • FINSIEL
    FINSIEL is one of the major European companies and Italian leader in information and communication technologies and consulting. FINSIEL comprises over 20 firms.
    The Italian main central administrations (including the Ministry of Health), more than one thousand local administrations, the main banks and industrial groups as well as independent healthcare structures figure among the FINSIEL clients.

    Established in 1969, the Régie de l'assurance maladie du Québec (RAMQ) comes under the authority of the Minister of Health and Social Services. Its mandate is to administer the Health Insurance Plan, the Prescription Drug Insurance Plan, as well as certain other programs entrusted to it by law or by the government.
    In carrying out its mandate, the RAMQ is active in three main areas:
    • Providing services for insured persons;
    • Remunerating health professionals;
